At its 1257th meeting, on 12 November 1965, the Council decided to invite the Governments of Portugal and South Africa to send representatives to participate, without vote, in the discussion of the question.

The Security Council
I. Decides to condemn the unilateral declaration of independence made by a racist minority in Southern Rhodesia;
2. Decides to call upon all States not to recognize this illegal racist minority regime in Southern Rhodesia and to refrain from rendering any assistance to this illegal regime.
Adopted at the 1258th meeting by 10 votes to none, with 1 abstention (France).

2. Decide de prier tous les Etats de ne pas reconnaitre ce regime minoritaire raciste illegal de la Rhodesie du

regime illegal.

The Security Council,
Deeply concerned about the situation in Southern Rhodesia,
Considering that the illegal authorities in Southern Rhodesia have proclaimed independence and that the Government of the United Kingdom of Great Britain and Northern Ireland, as the administering Power, looks upon this as an act of rebellion,
Noting that the Government of the United Kingdom has taken certain measures to meet the situation and that to be effective these measures should correspond to the gravity of the situation,
1. Determines that the situation resulting from the proclamation of independence by the illegal authorities in Southern Rhodesia is extremely grave, that the Government of the United Kingdom of Great Britain and Northern Ireland should put an end to it and that its continuance in time constitutes a threat to international peace and security;
2. Reaffirms its resolution 216 (1965) of 12 November 1965 and General Assembly resolution 1514 (XV) of 14 I>ecember 1960;
3. Condemns the usurpation of power by a racist settler minority in Southern Rhodesia and regards the declaration of independence by it as having no legal validity;

Profondement preoccupe par la situation en Rhod6sie du Sud,
Considerant que les autorites illegales de Rhod6sie du Sud ont proelame 1'independance et que le Gouvernement du Royaume-Uni de Grande-Bretagne et d'Irlande du Nord, en tant que puissance administrante, y voit un acte de rebellion,
Notant que le Gouvemement du Royaume-Uni a pris
certaines mesures pour faire face a la situation et que,
pour etre efficaces, ces mesures doivent correspondre
a la gravite de la situation,
I. Constate que la situation resultant de la proclamation de 1'independance par les autorites illegales de Rhodesie du Sud est extremement grave, qu'il convient que le Gouvernement du Royaume-Uni de GrandeBretagne et d'Irlande du Nord y mette fin et que son
maintien dans le temps constitue une menace a la paix et a la securite internationales;
2. Reaffirme sa resolution 216 (1965) du 12 novembre 1965 et la resolution 1514 (XV) de l'Assemblee generate, en date do 14 deceinbre 1960;
3. Condamne !'usurpation du pouvoir par une minerite raciste de colons en Rhodesie du Sud et considere que la declaration d'independance proc1am6e par cette minorite n'a aucune validite legale;
