The Security Council,
Noting the reports of the Secretary-General, 36
Reaffirming its resolutions 209 (1965) of 4 September, 210 (1965) of 6 September and 211 (1965) of 20 September 1965,
Expressing its grave concern that the cease-fire agreed to unconditionally by the Governments of India and Pakistan is not holding,
Recalling that the cease-fire demand in the Council's resolutions was unanimously endorsed by the Council and agreed to by the Governments of both India and Pakistan,
Demands that the parties urgently honour their commitments to the Council to observe the cease-fire, and further calls upon the parties promptly to withdraw all armed personnel as necessary steps in the full implementation of resolution 211 (1965).

Exprimant sa grave preoccupation du fait que le cessezle-feu accepte sans condition par les Gouvernements de l'Inde et du Pakistan n'est pas observe,
Rappe/ant que la demande de cessez-le-feu figurant dans Ies resolutions du Conseil a ete approuvee al'unanimite par le Conseil et acceptee par les Gouvemements tant de l'Inde que du Pakistan,
Demande formellement que Ies parties honorent
d'urgence leurs engagements a l'egard du Conseil d'ob-
server le cessez-le-feu, et prie en outre les parties de
retirer promptement toutes les forces armees a titre de
mesures essentielles en vue de !'application integrale de la resolution 211 (1965).

Decision

At its 1248th meeting, on 27 October 1965, the Council, pursuant to its invitation to the representatives of India and Pakistan to participate, without vote, in the discussion of the question, decided, in the absence of the representative of India, to invite the representative
of Pakistan to take a seat at the Council table, it being understood that the representative of India was invited to take a seat at the Council table at any time if he so wished.

en !'absence du representant de l'Inde, d'inviter le

du Conseil, etant entendu que le representant de l'Inde
etait invite a prendre place a tout moment A la table
du Conseil s'il le desirait.

The Security Council,
Regretting the delay in the full achievement of a complete and effective cease-fire and a prompt withdrawal of armed personnel to the positions held by them before 5 August 1965, as called for in its resolutions 209 (1965) of 4 September, 210 (1965) of 6 September, 211 (1965) of 20 September and 214(1965) of 27 September 1965,
1. Reaffirms its resolution 211 (1965) in .Jl its parts;
2. Requests the Governments of India and Pakistan to co-operate towards a full implementation of paragraph 1
